What is Document Quarantine?

When designated as a document quarantine plant, customs clearance is simplified, but it is not an unconditional exemption - there is a safety mechanism called "monitoring quarantine".

1. Basic Principle: On-site & Precision Quarantine Skipped

The main characteristic is that physical inspection of goods is skipped.

  • •Quarantine Exemption: On-site quarantine and laboratory precision quarantine are skipped for these plants.
  • •Processing Criteria: Pass/fail is determined solely based on document review results. This is because these items have import quarantine records for the past 5 years, and no prohibited items or regulated pests have been detected, proving their safety.
2. Exception: Monitoring Quarantine

To maintain quarantine safety, actual quarantine (monitoring quarantine) is conducted randomly or periodically under certain conditions.

Targets:

  1. When an importer imports the plant for the first time within the past 2 years, based on the quarantine application date.
  2. Monitoring quarantine is conducted every 5 imports on average thereafter.
3. Exclusions

Even if included in document quarantine items, benefits may not apply depending on the shipping method.

  • •Dedicated Vessel Import: Plants subject to on-board quarantine imported via dedicated vessels are excluded from document quarantine and must undergo regular quarantine.

Summary: Document quarantine plants are generally cleared through document review only, but please note that "first-time imports or every 5 imports require actual quarantine (monitoring)".
